This article analyses the role that the state discourse assigns to housing policy and the function of social housing in the socio-urban integration programmes implemented in some popular neighbourhoods of the Autonomous City of Buenos Aires. Based on interviews with public officials, the research shows that, although social housing policy plays a central role in these programmes, the state discourse promotes its invisibilisation. This process is based on three arguments: the differentiation between habitat policies and housing policies; the subsidiarity of the housing component in integration programmes; and the elimination of the term ‘social housing’ to refer to housing units produced and adjudicated by the state. It also reflects on the implications of this invisibilisation on the guarantee and sustainability of the fundamental functions of social housing.
