With the aim of contributing to current debates in Popular Education, Social and Critical Pedagogy, this article seeks to reconstruct the guidelines of the 'Educational Assembly' (1973-1974) promoted in Argentina by the National Directorate of Adult Education (DINEA), critically analysing its conceptions and scope regarding the role of social organizations, teachers, and students in relation to school and educational policies for youth and adults. A socio-historical study based on document analysis is conducted. Among the conclusions, it stands out that, in its initial guidelines, the Assembly (EA) constituted an apparatus centred on participation, understood in multiple senses: as a political objective (to transform school spaces and the adult education system), as a method for developing proposals for change, as a subject of reflection, and as knowledge to be developed experientially. Through its proposal of "schoolcommunity integration," it expressed a deschooling conception distinct from radical anti-schooling. However, the protagonists of the assembly debate were exclusively school educational agents, without considering social organizations. In its 1974 edition, the EA would represent a closure of the participatory process regarding the leading role of the school community in the development of educational policies.
