Why were only organizations with a movementist grammar able to capitalize on the corollaries of mobilization and maintain an intervention capable of installing public problems? The central argument maintains that this estrangement of the instituting character and this overestimation of the destituent responds to: 1) the grammar of the organizations; and 2) to the division between the social and the political. The notion of institutionalization that is presented refers to a mediation between civil society and the political regime, with the capacity to define the forms of participation, the representation mechanisms and the legitimation devices that make up a political community.
