The Law No. 1420 on common and compulsory primary education in federal jurisdictions, enacted in 1884, established that this educational system would be funded through its own exclusive resources, protected from other uses. However, despite this fundamental regulatory advance, the expansion of the subsystem was conditioned until the early 20th century by revenue collection instability resulting from difficulties and irregularities in the perception of school funds. To understand the administrative dynamics of the National Council of Education (CNE) and its budgetary movements, we have analyzed various official sources, applying both qualitative and quantitative methodologies.
