Artisanal fishing in San Antonio Oeste faces recurring issues related to biomass, management, and relationships among stakeholders, despite the implementation of participatory public policies. Evaluations of the results vary according to the perceptions of those involved, affecting relationships, participation, use of tools, permits, and vessels. These differences raise questions about the various perceptions of results and forms of participation, which forms are observed in the creation of spaces to discuss management measures, their evaluation, and the act of capturing. This generates different views on what constitutes a successful measure, not only concerning the resource but also who and how decisions are made. Doubts arise about the meaning of participating in processes where management measures are taken, how they are planned, and how evaluations are constructed afterward. This document aims to rethink these three questions through a case study of artisanal fishing in San Antonio Oeste based on ethnographic research conducted in 2019.
