This article analyzes the French state emigration policies in the long duration. Starting with Ancient Régime traditions, the text focueses on continuities and changes between that tradition and the century following 1850, emphasizing the pre World War I period. Four basic aspects are analyzed: national emigration laws passed between 1855 and 1860; actual practices by State offices and officials (from tutelage ministries to the action of departament prefects); the forms of statistical register of emigration inasmuch as they reflect the administrative capacity of the structures involved; and, finally, the effects of citizenship laws and the impact of the consular network on French communities at the country of destination, with special reference to the Argentine case. Whereas the two first aspects have been more visited by migration historiography, the other two propose a broader scrutiny bades on the contribution of statistics history and on the consideration of what has been called implicit population policies.
