Regional reformsin higher education, under the recommendations of the World Bank and, later, the WTO, generated a strong tension between two models: a model thatsupportsthe principle of higher education as a right, a public-social good and a duty of the State, and another that interprets education as a commodity and fights for its deregulation. The tension between these two modelsis atthe very origin ofthe regional conferences.Havana (1996), Cartagena de Indias (2008) and Córdoba (2018) were born as spaces of resistance in the face of the advances of neoliberal policies of higher education reforms that profoundly affected the “idea of university”. The purpose of this work is to identify debates and trends in the research agenda on higher education based on three transversal axisto the three regional conferences, namely, quality, internationalization and recognition of rights, understanding that these issues are being powerful modifiers of higher education in the last three decades. We take as a point of reference and information the documents of the conferences, debates and speeches that circulated in scientific productions.
