Based on a constructivist conception of the central role of ideas in the policy definition process, we seek in this article to systematize the contributions of recent Latin American academic production on the discursive positions of UNESCO and the World Bank. This is done through an analysis of studies and essays published between 2000 and 2023 that address the ideas formulated and disseminated by the two organizations regarding higher education in the region.
