This paper explores the intra–bureaucratic tensions and resistances that, in the context of the change from an authoritarian to a democratic government regime, arose in the face of the will to install a new paradigm of intervention on the slums of the city of Buenos Aires. Based on a study focused on the state agency in charge of carrying out the housing policy (the Municipal Housing Commission until 2004, which became the Housing Institute of the City since then), we analyze the intra–bureaucratic strategies of resistance to change, deployed during the period of democratic transition. It also seeks to understand the mechanisms by which authoritarian and democratic regimes managed to build consensus within the organization. Through a documentary analysis and in– depth interviews with agency workers and some former officials and advisors it is shown that, from an intra–bureaucratic point of view, the period of transition of government regime was marked by tensions, resistance and conflicts that conditioned the installation of a new paradigm of intervention and that configured scenarios of partial and procedural consensus.
