The article analyzes the setting of the government agenda of the authorities of the Province of Santa Fe toward 2024, focusing on the launch of the NIDO mortgage and personal credit program. It examines the actors involved, the construction of the problem to be addressed, the resources available to deal with it, and the window of opportunity whose convergence explains the implementation of NIDO to promote access to homeownership for middle-income non-owner households. The evidence, based on documentary exploration and analysis as well as interviews with key informants, indicates that NIDO entered the government agenda driven by government officials who, after assessing the observed increase in renting, the deregulated rental market, the difficulties in expanding FONAVI operations, the interruption of housing programs by the national government, the reduced cost of vacant housing, and the availability of a public bank in the Municipality of Rosario, capitalized the latter through a non-reimbursable contribution to finance credits indexed to the Purchasing Power Unit (UVA). The study concludes that, in contexts of budgetary constraint, the formation of the government agenda depends less on competition among actors interested in a given issue than on the capacity of political authorities to mobilize resources and structure a feasible response to the problem they have constructed.
