Although it is an obligation for each Argentine jurisdiction to update its territorial planning of native forests, with their respective color maps according to the conservation value of the forests, the province of Córdoba has not yet had a review of Law 9814, passed in 2010. Between 2015 and 2017 there was an attempt with a draft law presented by the ruling party that did not prosper in parliamentary treatment. Two sectors, socio-environmental organizations and the agricultural sector, expressed their rejection or acceptance of the proposal and engaged in the debate on some aspects. Since this is an issue that can be addressed in the provincial legislative branch in the short term, this paper proposes some analysis tracks based on the 2015-2017 experience, that allow us to understand what were the main controversial dimensions that constituted the various axes of discussion and treatment of the proposed law, as well as the discursive strategies that a group of actors carried out, with special emphasis on the issue of participation. The hypothesis we develop is that the provincial government prioritized the containment of the conflict and socio-environmental struggles and promoted a de-environmentalization and depoliticization of the treatment of the issue through the text of the preliminary draft and certain discursive practices. On its side, civil society insisted on its own, effective and authorized influence in the design and implementation of the update, although with considerable differences: the environmentalist discourse fostered a broad and deep vision of participation, which can be interpreted as a politicization of the issue; while the productivist discourse was limited to the inclusion of agricultural producers from the Northwest in negotiation tables that had as their main object of discussion the development of integrated livestock farming, in line with the official de-environmentalization strategy.
