The National Registry of Popular Neighborhoods (RENABAP) was established in Argentina in 2016. Since 2018, with the enactment of Law No. 27453/18 on the Socio-Urban Integration of Popular Neighborhoods, the Secretariat for Socio-Urban Integration (SISU) has been established as a policy that makes visible, systematizes, and improves the socio-housing quality of the country's popular neighborhoods. This paper analyzes the implementation of the socio-urban integration policy between 2016 and 2024, in three stages corresponding to the policy's implementation period in the province of Mendoza, from two dimensions: the institutional nature of the policy and the urban-environmental nature. This paper combines official sources on systematized data from RENABAP with semi-structured interviews and discourse analysis of public officials, technicians working in SISU, municipal employees, social movements, and grassroots organizations involved in the policy. The main results show that the policy has been implemented throughout the province, and that progress by municipality is linked to the local community's capacity for adaptation and recognition. Although there have been numerous challenges, 36 early works projects (EWPs) and one large-scale general executive project (GEP) have been developed.
