Following the 2016 contraventional reform in Córdoba Province (Argentina), official statistics recorded an abrupt decrease in preventive police detentions due to the appli-cation of the new regulation. This study aimed to examine the impact of this reduction on the exercise of police se-lectivity and violence toward young people from margi-nalized neighborhoods, who have historically been their primary victims. Semi-structured interviews were conduc-ted to explore the perspectives of governmental and aca-demic experts in security matters, and documentary sour-ces (laws, statistical reports, and journalistic articles) were analyzed. Two pathways for the displacement of extra-sys-temic repressive power beyond contraventional measures were identified: a legal one, that compulsively relies on preventive detention and unrecorded illegal harassment. The existence of repressive components within police cul-ture, reinforced by the pressure of citizen punitivism, helps explain the limitations of regulatory changes in curbing the persistent exercise of police discretion and violence.
