The article presents the preliminary findings of an exploratory qualitative study, with the main goal of explaining the process of transnationalization of the Venezuela-based criminal organization known as “Tren de Aragua.” We analyze the type of criminal structure, the main illicit activities it carries out, and the criminal governance it exercises in Venezuela. We argue that the process of transnationalization was driven by three primary factors: (1) the type of transnationalization employed, based on a franchise system linked to a central command, defined the type of criminal organization that the Tren de Aragua became; (2) the centrality of human smuggling in the activities of this criminal structure facilitated its expansion to the south of the subcontinent; (3) the territorial control it exercises is characterized by being a dual system that combines the use of co-optation and coercion methods.
