This paper seeks to evaluate the limitations on the development of the capabilities of children and youth from five informal settlements of the city of Bahía Blanca, especially in education. The analysis is based on information from an official national household survey and three surveys designed and administered for the purpose of this research project. We find that, relative to the city’s total population, children and youth who live in these vulnerable neighborhoods experience severe deprivation in education, particularly in access at the preschool and secondary school levels. Dropout and grade repetition are also quite significant. The analysis of these results through the lens of Sen’s capability approach can assist in the design of policy interventions to enhance wellbeing.
