The paper analyzes the mode which national state structures are influenced by the public policies that they implement. It analyzes the institutional scope of SME public policies and regional development financed by international agencies or programs (IDB, UNDP, and FONPLATA) implemented in the last two decades in Argentina. Through documentary analysis and interviews with officials, evidence is presented that shows how public policies towards SME and regional development made possible the construction of fragmented and disorganized state not only within the specific office (Secretariat of Small and Medium Enterprise and Regional Development) but also with respect to other instances that implement policies with similar characteristics.
