In Latin America, water resource management is often sectorial, poorly coordinated, and centralized. In Argentina, this fragmentation is replicated at both the sectorial and institutional levels. In Tandil, we hypothesize that effective water management requires a comprehensive approach to resource use and conservation, as current decisionmaking tends to be subjective and reactive. The objective of this study was to analyze and understand the environmental dimensions shaping public policies related to water management in Tandil, assessing the gap between current practices and a more integrated approach. Data were collected through a theoretical-qualitative methodology, including interviews with key governmental and non-governmental stakeholders involved in local water resource management and an analysis of the state's water management organizational structure. The study identifies bureaucracy and administrative centralization as key dysfunctions within the state while a systemic approach to water management has proven ineffective. The state appears to reinforce power relations that align with the interests of certain stakeholders, excluding other important voices in the process. The social approach used in this study is deemed transferable to other environmental research aimed at improving public policies.
