Abstract

The objective of this article is to describe, characterize and explain the process of creation of Escuelas Láinez. We start from the general assumption that the implementation distanced itself from the letter of the Law and its coverage was not the product of a planned and sustained policy on the part of CNE officials. This leads to three hypotheses. The first is that although the numerous regulations that the Law underwent were intended to adapt its text to the practices to which its implementation gave rise, the political agreements established at the time of its enactment could not be modified. Secondly, we consider that the pace of creation was determined by the decisions of the CNE and most of the foundations took place during periods that alternated with periods in which it decreased markedly or even stagnated. Finally, we will show that CNE officials created these schools in a differential manner according to regions and provinces depending on the various negotiations with different political actors and with the community to obtain the real estate, beyond the illiteracy rates or the requirements on the number of population established by the Law.
