Políticas científicas, optimalidad y sistemas complejos

Abstract

Considerando que el sistema científico es un sistema complejo que debe adaptarse a los cambios del conocimiento, doy mi parecer sobre la necesidad de establecer políticas que favorezcan esta evolución. Haciendo analogías con otros sistemas complejos, considero que es importante mantener la diversidad y redundancia del sistema. Creo que una forma de conseguir esta meta es mantener y promover grupos y proyectos que usualmente no son considerados de excelencia en el momento de su evaluación.Whereas scientific system is a complex system that must adapt to changes in knowledge, I give my opinion on the need for policies to encourage this development. Doing analogies with other complex systems, I consider important to maintain the diversity and redundancy of the system. I believe that a way of achieving this goal is to maintain and promote groups and projects that are not usually considered excellent at the time of evaluation.
