To comply with the principles of Integrated Water Resources Management [IWRM], it is essential to consider all involved actors. The aim of this study is to identify and characterize the actors that affect or are affected by water-related issues in the western peri-urban area of the General Pueyrredon Municipality, Buenos Aires, Argentina. Methodologically, the central problem related to water management was defined, and two approaches were applied: analysis by sphere of action and the Social Analysis of Cooperation/Conflict, Legitimacy, Interest and Power [CLIP], which allows for the assessment of actors’ influence. The results show a high presence of dominant actors from the political-institutional sector, with overlapping functions, unclear roles, and fragmented management, suggesting a lack of coordination and collaboration. It is concluded that the failure to comply with regulatory responsibilities generates institutional gaps that weaken water governance and deepen inequalities in access to this common good.
