In this paper we analyze the impact of the current notion of participation during the formation of the "Consejo Indígena of Almirante Brown”. The process of local political organization isn’t only the articulation between ethnicity and social claims it has also been developed in a framework of a set of policies and state programs from the recent years. That context was characterized by a diversity of actors and the movement of goods inside the communities and outside of them. In order to analyze that complexity, our approach is the articulation of ethnicity and clientelism to understand the processes of organization and political negotiation of urban indigenous population in southern of the Buenos Aires Metropolitan Area.
