The specific objective of the work is to investigate and analyze the management of the government of Viceroy Luis de Velasco y Castilla in the viceroyalties of New Spain (1590-1595 and 1607-1611) and in the viceroyalty of Peru (1596-1604), from two approaches. The first of these is the local consensus, since I am interested in knowing his relationship with other agents and institutions with whom he had to associate, negotiate and deal during his viceregal governments. In the particular case of Velasco, being the son of a New Spanish viceroy and growing up in New Spain, he had a network of consolidated relationships when he took possession of his position as viceroy. The situation changed when he assumed the same position, but in the difficult viceroyalty of Peru. The second approach is the management of violence. During his administrations, Luis de Velasco had to face the Chichimeca pacification and the uprising of maroons in New Spain and, in the viceroyalty of Peru, the Mapuche uprising. In these cases, violence management was applied to control the indiscriminate and disproportionate use of violence and to negotiate how to quell the conflict. The proposed work is based on the bibliography that delves into the administrations of this viceroy and the aforementioned conflicts, added to documentary sources of government that address one of the two proposed approaches.
