This article analyzes the agenda-setting initiative in Argentina as a “semi-direct” citizen participation mechanism, allowing the public to propose legislative projects but without the ability to intervene in their final approval. The aim is to differentiate it from popular initiative and to examine its theoretical foundations, its regulatory framework, and its practical application at different levels of the institutional system. It proposes theoretical contributions on semi-direct democracy and participatory mechanisms while reviewing national, provincial, and local legislation. This is complemented by references to representative cases of the instrument’s use. The results show that, although the agenda-setting initiative is formally widespread, its effective use and concrete results are limited. The institutional design maintains strong legislative control, which restricts citizen influence in lawmaking and reflects the tension between participation and representation. The limitations of this work lie in its focus on the regulatory level and the review of selected cases, thus failing to comprehensively address the empirical diversity at the provincial and local levels. Future research could delve deeper into territorial comparisons and citizens’ perceptions of its effectiveness. The article’s original contribution lies in its systematic review of agenda-setting as a mechanism that has been little explored in Argentine literature, articulating legal, institutional, and empirical analyses. Its main finding is that agenda-setting reveals the hybrid nature of Argentine democracy: it broadens participation by allowing citizens to propose legislation, but its real impact remains limited by the representative structures within which it operates and the restrictive procedures through which it is regulated.
