In this paper we propose to analyze the representation that popular sectors acquired during the Kirchnerist governments in Argentina through the materialization of public policies with principles of the new social and solidarity economy. Likewise, it was not only the State that carried out strategies in this framework but also various social actors such as universities that have promoted and facilitated the implementation of strategies within the framework of the social and solidarity economy. The rise of such sayings in Argentina was embedded in a complex Latin American social fabric, which was not indifferent to him. In this framework, the Latin American States, specifically Argentina, have been able to read the daily life and practices of the popular sectors to elaborate public policies and materialize them in different plans, programs and projects. This work is the product of a research that we have been carrying out in the State and Public Policies Area of the Latin American Faculty of Social Sciences since 2014. The methodology is qualitative and the corpus of analysis is composed of regulations, interviews and institutional documents.
