Since the emergence of 4.0 technologies, different studies analyzed changes and continuities in the informationalism (Castells, 1999). In order to reflect on the main challenges for the development and incorporation of 4.0 technologies in a peripheral country, such as Argentina, the paper analyzes the evolution and the State’s roles for the promotion of an emblematic sector: software and computer services (SCS), during 2003-2018. From a qualitative perspective, focused on the analysis of secondary sources, and drawing on the results of previous research in which key informants were interviewed, we identified the main restrictions for the development of the SCS sector, and analyzed different state positions during that period. Finally, we introduce a typology that synthesizes three State´s roles based on its relationship with the SCS sector: guarantor, incubator and dynamic. Based on the Argentine experience during the first informationalism wave, we problematize the state challenges in the development of technologies for the second wave. Moving on this direction implies designing new functions and developing new state capacities, in which the perspective of the dynamic State faces some limitations.
