How do the different forms of governance affect the formation of a crossborder region, and in what way can they contribute to strengthen (or not) the integration process in the cross-border environment of Mercosur? These are the questions that trigger the analysis of this chapter, which attempts to provide answers based on four case studies of different neighboring localities in the member and founding countries of the bloc. To this end, a qualitative methodological matrix based on semi-structu-red interviews with key actors is used under the lens of interpretive theory. The analysis of cross-border governance involves the study of its two main attributes, the interdependence between the various actors and the role of local government. The process of interactions at different levels (meso, macro, and micro) is linked to the socio-political influence developed by local actors, as well as to their perception and assessment of their environment and their technical and institutional capacities. Understood as a non-linear process, but rather a process of direction among actors for the resolution of collective problems that transcend borders, this chapter concludes that in those cases where there is evidence of cross-border governance with a preponderance of horizontal interactions, there is also evidence of a more entrenched and active construction of the region in the imagination of local actors on both sides of the border, thus favoring the process of regional integration from below.
