La política de Cambiemos para la Universidad: Desfinanciamiento, equiparación pública-privada y narrativa antiestatal

Abstract

Este artículo analiza las políticas explícitas e implícitas para la Universidad del gobierno de Mauricio Macri bajo la forma de la coalición Cambiemos, que incorpora al partido del presidente, “Propuesta Republicana” (PRO), junto a la Unión Cívica Radical (UCR) y otros partidos menores. El análisis que desarrollamos se despliega en tres ejes: el ahogo presupuestario para disciplinar, la equiparación del sistema público con el privado (que conllevaría tangencialmente a la privatización del sistema) y la persecución a lo público como parte de una narrativa legitimadora antiestatal. Para comprender las acciones de la gestión macrista es menester incorporar una breve descripción de la gestión de los asuntos universitarios durante los gobiernos de Néstor Kirchner (25/5/2003 - 9/12/2007) y Cristina Fernández de Kirchner (10/12/2007 - 9/12/2015). Si bien no pretendemos realizar aquí un estudio comparativo entre las gestiones, destacamos elementos centrales de cada proyecto político para enmarcar las rupturas con visos refundacionales de Cambiemos, así como las continuidades de tendencias preexistentes.This article analyzes the explicit and implicit policies for the government university of Mauricio Macri in the form of Cambiemos coalition, which incorporates the party of the president “Republican Proposal” (PRO) together with the Radical Civic Union (UCR) and other minor parties. The analysis that we develop is deployed in three axes: the budgetary drowning to discipline, the comparison of the public system with the private one (which leads tangentially to the privatization of the system) and the persecution of the public as part of a legitimizing anti-state narrative. To understand the actions of macro management, it is necessary to incorporate a brief description of the management of university affairs of the governments of Nestor Kirchner (25/5/2003 - 12/9/2007) and Cristina Fernández de Kirchner (10/12 / 2007 - 12/9/2015). Although we do not intend to carry out here a comparative study between the managements, we highlight central elements of each political project to frame the ruptures with visos of refoundational changes, as well as the continuities of pre-existing trends.
