This study aims to historicize and the reconfiguration of the coastal strip of the city of Paraná (Entre Ríos), between 1930 and 1969. This area was one of the first to decommission its productive facilities in order to create a public-recreational space facing the Paraná River. This intervention materialized in the form of Parque Urquiza, a vertical garden composed of three levels, interconnected by stairways, paths, and streets. In addition to fulfilling the demands of hygienism and providing a space for leisure, the beautification of the cliffs served as a starting point for positioning tourism as one of the city's economic projects. This process, which gradually incorporated beach and sports spaces, reached its peak with a specific construction event: the Tunel Subfluvial, inaugurated in 1969. This infrastructure became a key vehicle for the upscaling of tourism activities. In this way, through the architectural enhancement of its cliffs, the creation of beach areas, and the inauguration of the Tunnel, Paraná achieved the urban image it desired to synthesize its project. The riverbank embodied the ontological transformation of the city, which ceased to be solely associated with productive and bureaucratic activities, and emerged as a recreational-tourist destination.
