Through a biographical analysis of a group of households that, after having been relocated from various informal towns and settlements in the city of Buenos Aires, currently reside in the new Urban Housing Group “Barrio Padre Mugica”, we explore if their arrival at the social housing granted by the State has transformed their living conditions and opportunity structures. Using retrospective data, the research compares the dimensions of the opportunity structures of the targeted households during two biographical moments: the residential stage immediately prior to the relocation and the current residential stage, considering, in line with the objectives of the policy that gave birth to the new Urban Complex, that the changes could initiate processes of social inclusion that go beyond improvements in the material conditions of housing. The results show that despite its novel design and its perspective of an integral approach to the problem, the management of the studied policy evidenced points of continuity with the historic housing interventions in the country and their implementation, and has reproduced situations of social exclusion of the targeted households without substantially modifying their living conditions.
