The water shortage is a state problem in the province of Mendoza, an intrinsic problem of these drylands. This paper focuses on one of the threads of the skein that represents the multifaceted water shortages. More specifically, it seeks to unravel the diagnoses and water scarcity narratives that construct and disseminate public bodies related to water management. It is to understand what is really meant when uttered from the provincial government that water is scarce in Mendoza. To do this, we use theoretical tools criticisms of the hegemonic approach to water scarcity, as well, to quantitative methodological strategies, but mainly qualitative and conducting in-depth interviews to public officials. Similarly, we turn to the information provided by secondary sources such as newspaper articles and literature.
