Also it shows changes in the discursive construction about the presence of border migrants and their displacements, considered as sanitary problems. It linked these changes to the fall of agriculture labour requirement, the migrant stocks reductions, the population urbanization and the welfare estate crisis. It concludes that the inclusive initial position, with de fi nancial lost of public sector and the health system crisis in the nineties, became excluding and quarrel about the right of neighbouring foreigners to receive free health care.
