In this paper we aim to analyze the university policy in the ideological scheme that took place in the context of the Cold War in Latin America. In particular, we are interested in giving an account of the international context that laid the foundations for the implementation of a policy that combined development, modernization and security, within the context of a general authoritarianism since the coup d'état of 1966. It is in this framework that the university policy of the first years of the dictatorship headed by Onganía and the Armed Forces, whose characteristics we will analyze here, was shaped. In general, we conclude that this ideological scheme gave shape to a policy that went from repression, based on the assumption of a "communist infiltration" in the universities, to an attempt at institutional modernization that was carried out through the passing of a new University Law. To this end, we will work with primary and secondary sources.
