In this paper we study the ways in which the Argentinian State, in its different jurisdictional levels, conceptualizes and manages the heritage linked to the Pampa -Patagonian colonial border context. We focus on two forts that were relevant sites to Spaniards, Hispanic creoles and indigenous people at the end of Eighteenth century: the Guardia de Luján, near Salado river, and the Fuerte del Carmen, in the Río Negro. We consult the public policies and cultural territorial and tourism planning of the region, using legal regulations of different scales and international recommendations as guidelines. We suggest the need to develop management strategies of heritage of Pampa -Patagonia that allows to recognize the historical continuity of the landscape and to elaborate comprehensive planning to articulate heritage and territorial policies.
