Escuelas de urbanización popular: aportes para una política contrahegemónica del habitar

Abstract

El trabajo se enmarca en las actividades del PI3CET y del Programa de Investigación y Extensión sobre Producción social del espacio y Derecho a la Ciudad (OCA 754/20), que venimos desarrollando en un sector del Bº Bosque Grande, desde octubre 2021. En ese momento, era un asentamiento disperso de unas 100 familias, ubicadas en 14 has indivisas, que no se conocían, y cuyo único vínculo era el merendero comunitario, la inseguridad alimentaria, laboral y del habitar, y un generalizado desconocimiento de sus derechos. A partir de la metodología de trabajo propuesta por el equipo (Escuelas de Urbanización Popular, basadas en la IAP y la Ley 14449 de Acceso Justo al Hábitat), se logró que hoy, 200 hogares, estén inscriptos en el ReNaBaP, se avanzó en el proyecto participativo de urbanización, se realizaron talleres de capacitación en oficios y en cooperativismo, se obtuvo la Banca 25, se iniciaron mesas de trabajo con el propietario del predio y el municipio, se presentaron diversos expedientes para las demandas comunitarias, y se constituyó formalmente la Cooperativa Unión de Luz, liderada por mujeres del barrio y totalmente prescindente de organizaciones partidarias, con el objetivo de que las obras a ejecutar para la urbanización y laconquista del derecho a la ciudad, quede en sus manos.This work is framed within the activities of PI3CET and the Research and Extension Programme about Social Production of Space and the right of the city (OCA Nº 754/20), wich we have been developing in a sector of Bº Bosque Grande, since october 2021. At that, time, it was a scattered settlement of about 100 families, located in 14 undivided hectares, who did not know each other, and whose only link was the community diner area, the insecurity food, labour and housing, and a generalised lack of knowledge of their rights. Based on the work methodology proposed by the team (Escuelas de Urbanización Popular,based on the IAP and Law 14449 on Fair Access to Habitat), 200 household are now registered in the ReNaBaP, progress was made in the participatory urbanization project, trining workshops were held in trades and cooperativism, the Banca 25 was obtained, working groups were initiated with the owner of the land and the municipality, various files were presented for community demands, and the Cooperativa Unión de Luz was formally constituted, led by women from the neighbouhood and totally independent, with the objective that the works to be carried out for the urbanization and the conquest of the right to the city remain in their hands.
