In recent decades, the expansion of gated communities on landfills has transmuted the disaster risk conditions of the floodplain in Tigre Municipality. Although these transformations are expressed well from the 1990s, we believe that the foundations are in the early times of neoliberal urbanism in the last civilmilitary dictatorship in Argentina (1976-1983). It is at this time that private economic actors and the state (provincial/municipal) give value these floodplains through two strategies: a) the development of spatial representations of positive charge associated with a large urban project on landfills and its legitimation through environmental discourse, and b) implementation of a public urban policy that enabled the launch of a “model of urban development” exclusive. On the analysis of the strategies discussed this paper.
