South America is currently experiencing the restructuration of transport infrastructure, which—through multimodal traffic and the development of logistics areas— favors regional-scale corridors interconnecting the resources considered strategic by hegemonic actors in the current stage of capitalistic accumulation with ports of export located on both oceans. Readaptation of technical macrosystems for the circulation of flows is a process that favors the creation of cross-border regions, which are areas for extraction, production and transportation that exceed the nation-State’s boundaries and often respond to global dynamics and actors. The regional territory must be currently analyzed in the light of these new objects, actions and rules. The technical-scientific-informational domain—profoundly shaped by the dynamics of flow circulation—develops multimodal connections towards the coasts, assuming an open regionalism and thus commending inter-regional free trade and foreign-oriented territorial integration. The Central Bi-Oceanic Corridor (Porto Alegre–Santa Fe–Coquimbo Corridor) is a key element in the geopolitical and trade strategy of South America, and has a significant impact on the development of regional neo-extractive models.
