This article contributes to the debate on Beijing + 20 by analysing two exemplar experiences of gender mainstreaming: Montevideo (capital of Uruguay) and Rosario (Argentina). We seek to answer the following question: How effective were the advances in gender mainstreaming in Montevideo and Rosario, once we take into account the standards of the Beijing Platform? In light of the fact that both cases have explicit mainstreaming policies, we examine, empirically, the progress made on implementation. As we show, these policies advanced with different intensity on the two dimensions of mainstreaming highlighted by the Beijing Platform: women’s empowerment and capacity building and instruments of state management.
