The current agricultural structure in Mendoza and the institutional arrangements that regulate it are the result of a set of continuities and ruptures that can be traced back to the second half of the nineteenth century. In this work we examine the recent history of the regional agricultural structure and institutionalized mechanisms employed in the management of irrigation water. In this connection, we propose to review the institutional framework that regulates access to water for agricultural enterprises as it relates to the patterns and scope of financial accumulation through the collection of public revenues to this day. In doing so, we link the strategic behavior of agricultural entrepreneurs with the institutional morphology of water in Mendoza, which implies a close causal relationship between them.
