In this article we investigate the cycle of student protest developed in the second half of the 1990s at the University of Buenos Aires against the policies promoted by Carlos Menem’s government, analysing its characteristics and projections. We seek to demonstrate that the student movement had a decisive impact on the university policies of the period and, as a result, on the current physiognomy of the public university in Argentina, particularly in relation to the maintenance of gratuity and unrestricted admission, which distinguish it from other Latin American cases. Likewise, we try to show the place of student claims in the dynamics of social conflict against the so-called neoliberal policies in Argentina, problematizing their striking absence in the existing literature on those years. Through a heterogeneous range of sources, which include press news, materials produced by the student movement, surveys, interviews, censuses and institutional documents, we seek to reconstruct the actions and scope of an actor that has been scarcely investigated yet by the field of recent history.
