Numerous studies have examined the effect of public policies that were implemented during the 90s on the agrarian social structure. This paper presents an analysis of what happened after the abandonment of the Convertibility Plan, covering not only the exchange management but all other relevant public policies that affect the agricultural production: the “pesificación” of bank loans, the management of interest rates, the intervention in foreign trade, the development of the privatized companies, the tax policy and the development of programs focused on small and medium rural producers. The main conclusion drawn from the analysis is that the changes have not modified a previous feature, which is the absence of actions that incorporate the diversity that exists between “producers” and tend to counteract the concentration process using segmented or differentiated policies.
