In every age science has been presented and related society in a different way. It is in the middle of the 20th century, with the beginning of political planning, that science is no longer the will of some social actors represented by aristocrats, philanthropists or scientific institutions. It is from the participation of the State, with the formulation of public policies on Science and technology, which starts a negotiated form of "scientific" and "social". In particular, in Latin America, we can see that effective instruments and modes of public participation were not designed. Therefore, the scientific decisions and their diary are carried out by groups that often privilege to developed countries, regardless of their own reality. In this sense, this paper proposes to analyze some elements that gave home to public policies on Science and technology and its projection, in terms of what Michael Polanyi called the Republic of science. Rather than questioning the tax model of science, we intend to move forward on the possibility of "reinvention" in the conception of science and technology, where not only is fit to scientific knowledge, but also to other knowledge that enable public participation of society.
