In this article we approach the relation between the State and the firms during Lula da Silva’s governments. We inquire about the interests that were involved in the foreign policy, the infrastructure and development policies, within the regional integration and international incorporation processes. We consider this relation as a pragmatic alliance which was marked by structural contradictions and tensions that were sharpening. From a historical perspective, we study the companies involved in infrastructure projects in Brazil and South America, and the contradictions in their different levels, marking a distinction between two cycles into the period 2003-2011. For this analysis we recover information provided by quantitative and qualitative data from official documents and specialized bibliography and contents from interviews made by the author.
