This paper analyzes the so called decrees CONINTES sanctioned under Arturo Frondizi’s presidency (1958-1962). Also, the study of doctrinal development into the armed forces is incorporated as part of the introduction of the "French Revolutionary War Doctrine". Related to this, the study analyses a fuzzy line between civilian and military around the definition of internal threat and the actions proposed in order to face it, making axis in studying the ways in which both aspects were included in the legislation. Finally, the hypothesis that arises argues that the inclusion in the Argentine legal defense corpus of the notion of an internal enemy in the years 1958-1962 had as main objective to incorporate the Armed Forces to the area of internal security for the performance of maintenance actions and /or internal repression in countersubversive key against a vast movement of political and social protest that fought the government of Frondizi.
