In this paper we seek to analyze the impact of Argentine migratory policies that placed the migrant as a subject of law in the political spaces in which actors of the Bolivian community participate in the city of La Plata, Argentina. From a substantive conception of citizenship, we aim to reconstruct the relevance of the regulation in the constitution and development of the socio-political frameworks that hold organizations and referents of the community together. Our main argument is that these policies transformed both the migration management methods —locating the migration policy in networks of local relations and making it part of the “territorial inscription” of the popular sectors— as well as the social role of the migrants and their associations in the political life of the city.
