The sanction of the Hydrocarbon Sovereignty Law together with the announcement of the important dimensions of the Vaca Muerta deposit in the Neuquén Basin, resulted in an investment plan for the massive development of unconventional hydrocarbons in the province. Associated with these projections, expectations and socio-territorial transformations were generated that began to leave their mark on spatial forms and to reorganize the flows of capital, power, information and goods and services. In this context, the State -at its different levels- reconfigured its intervention spaces and implemented strategies to facilitate the development of the activity, not without contradictions and counter-marches. This chapter analyzes the socio-territorial transformations that occurred in the Vaca Muerta Reservoir for the period 2012-2018, specifically considering the role of the different sectors and levels of the State, linked to the regulatory and governance strategies and the processes of re-scaling of the state space, its effects and tensions. Methodologically, although a multiscale approach is proposed, we work based on two case studies, the towns of Añelo and Rincón de los Sauces, both involved in the process of extracting unconventional hydrocarbons, but with dissimilar institutional trajectories and structures.
