The objective of this work is to understand and evaluate the thermal performance of two Primary Health Care Centers (CAPS) located in the city of San Miguel de Tucumán, in the absence of active HVAC systems. Dynamic thermal simulation models are generated and validated through in-situ measurements. Due to high occupancy and the need for comfort in winter and summer, HVAC systems operate almost continuously. To validate the models, hygrothermal monitoring is carried out during the equinoxes, periods with lower heating and/or cooling demand. Sensors are placed in selected rooms, considering their use, orientation, and the protection and safekeeping of the instruments. The obtained results are compared, using the Mean Absolute Difference (MAD) as an accuracy indicator. The MAD is less than 1 °C in each of the considered rooms. Finally, the thermal performance is simulated, using the previously validated models, with average climatic data for summer and winter. This simulation reveals deficiencies in the absence of active thermal conditioning systems and highlights the need to implement passive rehabilitation strategies for improved performance.
