In the wake of the importance of the “German Controversy” on political representation, this paper aims to shed light on the contributions of Gerhard Leibholz and Hermann Heller to review their ideas on political representation from the angle of the unity and plurality’s problem, i.e., in the light of the contrast between the multitude and the political unity of the people. In spite of their theoretical and political similitudes, a comparative reading between these two authors allows us to consider a variety of differences related to the idea of the people, the role of public opinion, and last but not least, the opposition between people’s unity and social pluralism, in which political parties are normally involved.
