The definition of a provincial model was a central concern for Rio Negro’s leadership. In this struggle for identity construction, two matters were highlighted: the capital city problem, and the casting of Peronism into oblivion. Exclusion shaped the historical memory, while democracy was weakened by the support for coup-based militarism. From 1973, with a new Peronist government, memory became re-defined. Distinct inclusive identities were generated as old ones were broken. The solution to the capital issue appeared as a hinge between a political moment influenced by the “territorial legacy” and the exercise, not free of violence, of full political rights.
