In the middle of nineteenth century it was the birth of liberal taxation in Spain and Argentine. Public finances combined remnants of the Ancient Regime and the liberal principles established in the new constitutions. Ruptures and continuities in fiscal theories and practices led to the development of specific tax cultures and peculiarly conflicting images of the citizen taxpayer. In any event, liberal taxation began to have an impact on the fiscal reality of Spain and Argentina only towards the middle of the nineteenth century. Liberal principles were adopted under strong restrictive conditions imposed by the context of war and revolution which led to the rupture of the Spanish Empire and the national-states building in Latin America. The aim of this paper is to analyze public financesin a federal state and unitary ones.
