In the context of a lawsuit over the environmental cleanup of the Matanza-Riachuelo basin, the Judiciary ordered to clear up the polluted river margins. For thousands of inhabitants of Slum 21-24, this meant that they would have to be relocated to a remote part of town. Based on an ethnographic fieldwork carried out in 2014-2015, which included interviews and participant observation, this article examines the meanings that the ruling had for the inhabitants of this neighborhood. Specifically, this work shall analyze the motives they find to be behind this order, explore the ways in which they perceive and experience the environment, and also inquire into the significance of their current and future homes. We will see that this sentence not only has environmental and housing related implications, but it also puts in motion symbolic meanings that make sense of this relocation order as part of a wider and more complex history of this people as inhabitants of a segregated neighborhood. Finally, we expect that this article will contribute to the debates over state policy’s effects on life at the urban margins.
